Booker, City Clerk Cheri Schwab, City Attorney Lonnie Groot, Community Services Director Fred Hiatt, Finance Director Kurt Swartzlander, and Public Safety Director Stephan Dembinsky. 1-A Resolution 2018-19 A RESOLUTION OF THE CITY COUNCIL OF DAYTONA BEACH SHORES, VOLUSIA COUNTY, FLORIDA, ACCEPTING THE CANVASSING OF THE VOTES FOR THE GENERAL ELECTION AND SPECIAL ELECTION HELD IN THE CITY OF DAYTONA BEACH SHORES HELD ON NOVEMBER 6, 2018 AS WELL AS THE REFERENDUM ELECTION HELD THAT DATE; DECLARING THE RESULTS OF THE GENERAL ELECTION FOR THE OFFICE OF MAYOR; DECLARING THE RESULTS OF THE SPECIAL ELECTION OF CITY COUNCIL MEMBER SEAT 4; DECLARING THE ELECTION OF TWO CITY COUNCIL MEMBERS FOR SEAT 1 AND SEAT 3 WITHOUT OPPOSITION; DECLARING THE RESULTS OF 2 PROPOSALS TO AMEND THE CITY CHARTER; DECLARING OTHER PERTINENT MATTERS; PROVIDING FOR IMPLEMENTING ACTIONS; PROVIDING FOR A SAVINGS PROVISION; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE. Yes: Council Member Lorraine Geiger, CouncilMember Mel Lindauer, CouncilMember Richard Bryan, Councilmember Peggy Rice, Mayor Harry Jennings. 1-B SWEARING IN OF NEW COUNCIL MEMBERS The City Attorney swore in the newly elected members, Mayor Nancy Miller, Richard Frizalone and Michael Politis. Attorney Groot also swore in incumbent Mel Lindauer. Everyone took their place on the dais. Mayor Miller requested Pastor John Mazza from the Family Worship Center to bless the new council. She asked all veterans in the audience to stand so they could be recognized for their service. 1-C ELECTION OF VICE-MAYOR Both CMBRS Lindauer and Bryan nominated themselves for the position. APPROVAL OF THE MINUTES: October 23, 2018 CMBR LINDAUER moved, seconded by CMBR BRYAN to approve the minutes of OCTOBER 23, 2018. Vote: Motion carried by unanimous roll call vote (summary: Yes = 5). CONSENT AGENDA: Board Re-appointment for Planning & Zoning Board Rose Ann Tornatore Board Re-appointment for Code Enforcement Board Eric Datz Board Appointment Planning & Zoning Board Florent Horion Approval to spend $7,000 from Contraband funds for tactical team weapons It was determined that the council wished to remove the board appointments from the consent agenda to discuss them. CMBR BRYAN moved, seconded by CMBR POLITIS to postpone all board appointments until December to allow the council time for review. Vote: Motion carried by unanimous roll call vote (summary: Yes = 5). CMBR Lindauer requested that board vacancies be listed in the Pelican newsletter. CMBR Bryan requested that the board appointments be given to council in advance, so they could be reviewed. A discussion began regarding the best practice to interview potential board members. Separate interviews, interview with only the Mayor and a workshop were suggested. The City Manager was asked to bring back proposals to the next meeting. 4. REPORTS OF THE CITY ATTORNEY: None. 5. REPORTS OF THE CITY MANAGER: The City Manager thanked the outgoing councilmembers and welcomed the new ones. OLD BUSINESS: 6. Resolution 2018-21 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DAYTONA BEACH SHORES, FLORIDA REGARDING THE TREE OF LIFE SYNAGOGUE TRAGEDY AND PROVIDING FOR AN EFFECTIVE DATE. CONSIDERATION OF INTERLOCAL AGREEMENT FOR MUNICIPAL SERVICES Director Hiatt explained the agreement was with the County of Volusia and is utilized for servicing traffic signals, repairs and engineering. In the past the agreements were for a three- year term, but now they have requested a one-year term. COUNCIL COMMENTS: Mayor Miller thanked the outgoing councilmembers for their service. She hoped to reunite the city and explained she would be holding a monthly coffee with the Mayor. She encouraged the residents to continue to attend council meetings and at future workshops. CMBR Lindauer also thanked the outgoing councilmembers. He pledged to work together with the newly elected members. CMBR Frizalone hoped the audience would participate in the upcoming visioning session. He also inquired if the community center could extend its hours to be open on the weekends. 10. AUDIENCE REMARKS/PUBLIC COMMENTS: Rosana Scacia spoke on behalf of the Peoples Voice PAC. She thanked everyone who voted for Nancy Miller and welcomed the new councilmembers. 11. ITEMS RECOMMENDED FOR THE NEXT AGENDA: cost estimate for extended hours for community center, board appointment procedure, charter review committee. 12.
