MINUTES CITY COUNCIL MEETING February 13, 2018 3048 S. Atlantic Ave. Daytona Beach Shores, FL 32118 Present: CouncilMember Mel Lindauer, CouncilMember Richard Bryan, Mayor Harry Jennings, Vice Mayor Peggy Rice, and Council Member Lorraine Geiger. Staff: City Manager Michael Booker, City Clerk Cheri Schwab, City Attorney Lonnie Groot, Community Services Director Fred Hiatt, Outgoing Finance Director Steve Whitmer, Incoming Finance Director Kurt Swartzlander and Public Safety Director Stephan Dembinsky. 1. CEREMONIAL ITEMS, PRESENTATIONS AND PUBLIC NOTICES: Employee Service Award Director Dembinsky presented Officer Sean Rooney with a 30-year plaque. Audit Update and Presentation Yvonne Clayborne provided an audit update. The City is in good shape financially. There were no compliance findings and only one minor recommendation for internal control in the construction project. Director Whitmer gave his final audit presentation to the council. He reviewed the citys position and strategy for revenue and expenses. Mayor Jennings presented Director Whitmer with a key to the city for his retirement. 2. APPROVAL OF THE MINUTES: January 10, 2018 City Council Meeting and January 24, 2018 Workshop CMBR LINDAUER moved, seconded by CMBR GEIGER to approve the minutes of January 10, 2018. Vote: Motion carried by unanimous roll call vote (summary: Yes = 5). REPORTS OF THE CITY MANAGER: The City Manager announced an open house for Director Whitmers retirement would be held on Wednesday, February 21st from 2-4 pm. The new Community Center has a proposed completion date set for May 24th. The City Attorney has prepared an Ordinance to repeal Section 16 that dealt with all areas of the parks and recreation. This came from the recent visioning session. The City Manager explained that staff has been meeting to provide recommendations for the new administrative policies that will take the place of Section 16. Finally, the next agenda will include a Resolution on the proposed cent sales tax that is supported by all the cities in Volusia County. OLD BUSINESS: None. NEW BUSINESS: None. 6. COUNCIL COMMENTS: CMBR Geiger stated that she had recently attended a concert at Westminster Church that was co-sponsored by the City. There will be two more in the music series, in March and April. The free historical presentation of Alexander Hamilton will be held on Monday, February 19th. The next free concert is Friday, February 23rd with the band called Duplicity. Another Meet the Author is scheduled for February 28th at Red Lobster. The book is titled Gretals Cross. Tickets are now available for the St. Patricks event. CMBR Lindauer inquired about adding the pedestrian crosswalk signs in the median near City Hall. Director Hiatt will check with FDOT on the signs. CMBR Bryan inquired about the FRS solvency rate and he was informed by the auditor that it is not a concern this year as it was last year. MAYOR Jennings wished the ladies a Happy Valentines Day. 7.
